Offline Maps And Routing For Mobile?

Whats the best program to use offline street maps and routing? I have a Palm Treo that has wifi to download the maps to begin with, but no cell service to be able to access online stuff on the road, so basically I just want to save a map of my city and be able to find routes without having to find a wifi hotspot.
