The selection is very limited compared to other app markets. The apps also seem very over priced. Is this going to improve?

It’s difficult to say, but probably not in the short term. The problem is that the Palm company had been having problems with low profits and was recently purchased by HP (the computer company), and now the future is unclear (is HP going to keep going with Palm phones? Are they going to try to put Palm WebOS operating system software on things besides phones? Nobody knows).
While things are unclear, developers are less willing to spend time making apps or improving apps for a phone that may not have much future. If I were a developer just starting to make apps, I would do iPhone or Android apps instead, and if I already had made some Palm apps, instead of spending time improving them I might instead be spending it learning to make apps for iPhone or Android.
